    Curriculum Development and Assessment

    The Board is responsible for curriculum adoption and must approve all significant changes, including the adoption of new textbooks and new courses, before such changes are made. The Superintendent, after review by the curricular materials adoption committee is responsible for making curriculum recommendations. The curriculum shall be designed to accomplish the learning objectives and goals for excellence consistent with the District s educational philosophy, mission statement, objectives and goals.

    Development and Assessment

    A written sequential curricula shall be developed for each subject area. The curricula shall address learner goals, content and program area performance standards and District education goals, and shall be constructed to include such parts of education as content, skills, and thinking. A curriculum review cycle and time lines for curriculum development and evaluations shall be developed as well.

    The staff and administration will suggest materials and resources, to include supplies, books, materials and equipment necessary for development and implementation of the curriculum and assessment that are consistent with the goals of the education program.

    In all program areas and at all levels, the District shall assess student progress toward achieving learner goals and program area performance standards including: the content and data; the accomplishment of appropriate skills; the development of critical thinking and reasoning; and attitude. The District will use assessment results to improve the education program, and use effective and appropriate tools for assessing such progress. This may include, but is not limited to: standardized tests; criterion-referenced tests; teacher-made tests; ongoing classroom evaluation; actual communication assessments such as writing, speaking, and listening assessments; samples of student work and/or narrative reports passed from grade to grade; samples of students' creative and/or performance work; and surveys of carry-over skills to other program areas and outside of school.

    All courses of instruction shall comply with state statutes and the rules of the State Board of Education.

    Selection of Instructional Materials

    The Board delegates to the Superintendent or designee the authority to select instructional materials in accordance with this policy. Professional educators will make selections based on professional and ethical guidelines. The selection process shall allow for input from students, parents/guardians, the patrons of the District, and educators. Non-supplemental materials are subject to adoption by the Board.

    Objectives:

    • To provide materials that will enrich and support the curriculum and personal needs of the users, taking into consideration the varied interests, abilities, learning styles, maturity levels, socioeconomic and ethnic backgrounds.

    • To provide materials that will stimulate growth in factual knowledge and ethical standards and that will develop literary, cultural and aesthetic appreciation.

    • To provide a background of information which will enable students to make intelligent judgments in their daily lives.

    • To provide materials on opposing sides of controversial issues so the users may develop, under guidance, the practice of critical analysis.

    • To provide materials which realistically represent our pluralistic society and reflect the contributions made by all groups and individuals to our American and global heritage.

    • To place principle above personal opinion and reason above prejudice in the selection of materials of the highest quality in order to ensure a comprehensive collection appropriate for users.

    Criteria for Selection of Materials

    Persons responsible for selecting materials shall strive to:

    • Provide for the needs of the individual school based on knowledge of the curriculum, the existing collection, and requests from students, parents, and school personnel.

    • Provide materials of high artistic, historic and literary quality.

    • Provide a balanced collection, with a fair proportion of each type of material selected to meet the needs of the curriculum, the students and professional staff at all levels.

    • Provide materials for students with a wide range of skills and abilities as well as materials with diversity of appeal and different points of view.

    • Provide fair and objective presentations of sensitive subjects at the maturity level for which selected.

    • Consider materials on the basis of overall purpose; timeliness or permanence; importance of the subject matter; appropriateness to the subject matter and intended audience; quality of the writing and production; readability and popular appeal; authoritativeness; format and price; reputation and significance of the author, artist, composer, producer, or publisher

    • Select materials on the basis of their strengths rather than to reject on the basis of their weaknesses.

    Gift Materials

    Gifts to the media center may be accepted if they meet the criteria established for the selection of all instructional materials. There shall be no commitment regarding their use.

    Disposal of Instructional Materials

    In order to maintain a current and highly usable collection of materials, the Superintendent's designee shall provide for continuing renewal of the collection, not only by addition of up-to date materials, but also by the judicious elimination of materials which no longer meet needs or find use.

    Textbooks and Other Curricular Materials Selection and Adoption

    Textbooks and other curricular materials may be subject to adoption by the Board.

    The selection and review of textbooks and other curricular materials proposed for adoption by the Board is open to public involvement. The Board shall appoint a curricular materials adoption committee for the purpose of advising the Board on selection of curricular materials for use within the District that are not covered by the state curriculum materials committee.

    The board of trustees of each school district shall appoint a curricular materials adoption committee to advise the board on the selection of curricular materials. Such a committee shall contain a membership at least one-half (1/2) of which is persons who are not public educators or school trustees and shall include parents of a child or children attending a school or schools within the school district. All meetings of the committee shall be open to the public and any member of the public may attend such a meeting and file written or make oral objections to any curricular materials under consideration.All meetings of the committee shall be held in open session and be duly noticed. Curricular materials adoption committee meetings are open to the public.

    The district will have on hand and available to the public the titles, authors and publishers of all curricular materials being used in the district. The public may inspect the materials upon request (excluding students' tests).

    Objections to curricular materials may be written or in person by any member of the public.

    The objectives stated in the Selection of Instructional Materials Policy #2511 shall apply to the selection of textbooks and other classroom materials.

    Non-supplemental materials used in pilot situations are not subject to Board adoption until the pilot is complete and the committee makes a recommendation. A pilot program shall continue for no longer than one school year unless it has Board approval.

    This policy is used for choosing textbooks and other curricular materials, including instructional media such as software, audio/visual media and Internet resources, which are in general use by all teachers of a particular subject or course.
